The Deputy Commissioner is Gurugram district’s senior-most administrative officer, responsible for law and order coordination, land and revenue records, disaster management, elections and the delivery of citizen services across the district. As of October 2026 the office is held by Shri Uttam Singh, IAS, who took charge as DC and District Election Officer in Haryana’s 2026 IAS reshuffle, succeeding earlier officeholders including Dr. Yash Garg, whom this page previously profiled.

What citizens approach the DC office for

The Mini Secretariat houses the public-dealing wings that fall under the DC: revenue and land records (jamabandi, mutation), issue of certificates through the SARAL portal counters, disaster and emergency coordination, licencing under various acts, and the district’s grievance redressal. Weekly public hearings, the Samadhan Shivir format in recent years, let residents put grievances directly to the DC and department heads; timings are announced on the district’s official channels, so confirm the current schedule before visiting.

Using the office effectively

For most services, start online: SARAL (saralharyana.gov.in) handles certificates and licences, and jamabandi.nic.in covers land records, with the Mini Secretariat counters reserved for verification steps and stuck cases. Carry Aadhaar and the service’s listed documents, reach before noon for shorter queues, and quote your SARAL or CM Window ticket number when escalating a pending matter at a hearing.

Frequently asked questions

Is the DC the same as the District Magistrate? In Haryana the Deputy Commissioner holds the District Magistrate’s powers, so orders under preventive sections, curfew notifications and election duties all come from the same office.

Where do I complain if a department does not act? Use CM Window (cmharyana.gov.in) or raise the matter at the DC’s public hearing; bring your earlier application numbers.

How is the DC different from the Municipal Commissioner? The Municipal Corporation of Gurugram handles city civic services like sanitation, parks and property tax under its own Commissioner; the DC’s office covers district-wide revenue, regulatory and magisterial functions. For road, garbage or streetlight issues, MCG is the right door.

Which villages and tehsils fall under Gurugram district? The district currently comprises the Gurugram, Sohna, Pataudi and Manesar subdivisions; tehsil-level offices handle registry and revenue work locally, with the DC office as the apex.
